The game takes place on a ring of tropical isles, including the mysterious Soopky Island, home of the Ghost Captain. Each island generates a specific resource: wood, goats, molasses, gold or cutlasses. Players use resources to build and expand their network of pirate lairs. The first player to control seven pirate lairs wins the game.

Players compete to efficiently produce and trade goods in an effort to build settlements, cities, roads, and advancements that earn players victory points. The first player to ten points wins, but competing strategies and the random element of dice roll results make this game much more complex than it sounds.
